12th Regional 3R and Circular Economy Forum in Asia and the Pacific Commences in Jaipur

The 12th Regional 3R and Circular Economy Forum in Asia and the Pacific was inaugurated today in Jaipur at the Rajasthan International Center. The event, running from March 3 to March 5, aims to establish a robust policy framework for resource efficiency and circular economy practices, focusing on the principles of Reduce, Reuse, and Recycle (3R). The forum hosts representatives from 36 countries and features 80 sessions dedicated to in-depth discussions on these crucial topics.
A Step Towards Sustainability
In his inaugural address, Chief Minister Bhajan Lal Sharma emphasized the forum’s significance in advancing circular economy initiatives. He remarked, “This platform is a vital step toward achieving sustainable resource utilization and environmental conservation. It offers us the opportunity to deliberate on effective measures to maximize resource efficiency.”
The Chief Minister expressed confidence that this year’s forum would result in the ‘Jaipur Declaration,’ a landmark agreement aimed at fostering cooperation among nations and state governments to promote circular economy principles. He reiterated the Rajasthan government’s commitment to implementing new environmental sustainability measures and stressed the importance of the 3R principles in addressing climate change, pollution, and resource scarcity.
Rajasthan’s Commitment to Circular Economy
To enhance waste processing capabilities, Rajasthan has set a target to increase its waste processing capacity from 2.1 million metric tons to 4.5 million metric tons. Additionally, the state is establishing Material Recovery Facilities (MRF) to facilitate plastic segregation and processing.
The Chief Minister also highlighted other significant government initiatives, including the development of a new policy for treated water reuse and the establishment of a Circular Economy Park. The government has allocated ₹250 crore for developing clean and green centers to drive these initiatives forward.
Union Minister’s Address on Circular Economy
Union Minister for Housing and Urban Affairs, Manohar Lal Khattar, underscored the urgent need to integrate circular economy practices into modern life. He pointed out that the principles of 3R have long been ingrained in traditional Indian lifestyles, such as repurposing waste materials into new products.
Khattar praised the exhibition at the forum showcasing items made from waste materials as a testament to circular economy principles in action. He stated, “Such efforts not only help transform waste into valuable resources but also contribute to a cleaner and more sustainable environment.”
Highlighting the success of the Swachh Bharat Mission, Khattar noted that over 100 million toilets have been built under Prime Minister Narendra Modi’s leadership, marking a significant step towards sanitation and resource conservation.
India’s Global Initiative for Circular Economy
The minister also announced India’s proposal to establish a new Global Alliance for promoting circular economy on an international scale. Under this initiative, India will introduce the ‘Cities Pollution Scan for Circularity’ project to implement circular economy practices in urban areas worldwide. This initiative aims to enhance global cooperation in achieving environmental sustainability.

The Regional 3R and Circular Economy Forum in Asia and the Pacific was first launched in 2009 as a collaborative initiative led by the United Nations Centre for Regional Development (UNCRD) and the Japanese government. Over the years, the forum has played a pivotal role in shaping policies and fostering international cooperation in waste management, resource efficiency, and sustainable development.
Each year, the forum has served as a platform for governments, policymakers, and industry leaders to exchange best practices and develop actionable strategies for sustainable urban development. The past editions have led to significant policy recommendations, national strategies, and regional cooperation agreements to promote the principles of Reduce, Reuse, and Recycle.
